In view of the importance of this tree within the centre of the village, the committee decided to defer this decision to enable an inspection by the village tree warden.

 

Planning Committee considered TPO tree at Three Chimneys, at Planning meeting on 15/4/21, which has been revised to increase the extent of work to the tree. I reported that I had been told by the Tree Officer, Henry Whitby that he had inspected the tree and found it to be dying/dangerous. As such, he has asked the applicant to withdraw this application so that it can be felled under a different (emergency) procedure.

 

 

Reported at the Parish Council meeting on 19/4/21

MA inspected the oak tree on 19/4/21 and noted that the cambium layer is completely shot. He therefore agrees with Henry Whitby’s conclusion that the tree needs to be felled as it is dying and for Health & Safety reasons it must come down, but the Parish council want to ensure a replacement oak is planted.

Based on the submitted CIL form, it would appear that the proposal would result in a net additional 164m2 of residential floorspace – added onto an existing floorspace of 173m2. That being the case, the application would be contrary to Policy FITT6 of the Fittleworth Neighbourhood Plan, with no extenuating circumstances offered as to why that policy might be relaxed. Furthermore, and whilst a modern and ecologically driven outcome is welcomed, committee members were not convinced that the proposed design resulted in a harmonious composition.

bedroom holiday let.

OBJECT. Although the committee had no in principle objections to the conversion and re-use of this building, we were concerned about the impact that a tourism use might have in terms of increasing car bourne traffic to the site and whether there is available parking space within the small court between the house (Hesworth Cottage) and the stables building. We would therefore request further details of the parking arrangements, and details of how the location of the site is considered to be sustainable – taking recent nearby appeal decisions into account.

 

In relation to parking, we note that the adjacent Rew Cottage has also historically used this courtyard for parking but that more recently that property has made use of a new track and parking area that we understand have been carried out without planning permission. The Council therefore feel it is important that any application that serves to increase parking demand, takes account of that fact.

 

Further, the Council also felt that the design of the proposed conversion needs to be improved before we would be able to support any application here. The retention of the flat roof element that was introduced by previous owners is not to be welcomed, and we feel that the proportions of some windows etc to be inserted into existing openings to be particularly inelegant.

Further, we request that conditions be placed to control the joinery details for the proposed new doors (replacing garage doors) in order to ensure that the design ambitions voiced by the applicant are met.
